Palmer threw three interceptions in his first start since the Packers’ Week 13 bye.
He had six completions of 10 yards or more for his career in his previous start.
The first three were intercepted by Packers safety Kevin King, and Palmer had two more in the third quarter.
He threw for an interception and then threw incomplete on the third attempt.
Palmer finished 8 of 14 for 93 yards, one touchdown and one interception.
Palmers quarterback Carson Wentz is getting his first starts since Week 12.
Wentz threw for 217 yards and a touchdown on 23 of 34 passing for a passer rating of 104.0.
He completed 9 of 11 passes for 105 yards and an interception.
He also had a touchdown catch and a reception on a screen pass to Corey Coleman.
Wentz had a solid performance against the Rams, completing 13 of 19 passes for 193 yards and three touchdowns.
He ran for a touchdown, and Coleman caught a 14-yard pass from Palmer.
Coleman also caught a 12-yard touchdown pass from Wentz with 6:05 remaining.
The Rams defense forced seven turnovers, but only one was an incompletion.
The Packers (5) are looking to bounce back from their season-low five-game winning streak.
They have lost three straight at home, including a 24-17 loss at Denver last Sunday.
The Rams (6-6), who are trying for their third consecutive win, are coming to Arizona for their season opener.
They were eliminated from playoff contention with a 30-14 loss to the New Orleans Saints last week.
Welker’s four interceptions in the game were the most for any player this season.
He was the second-most interceptions by a rookie since 2005, behind Dallas Cowboys defensive lineman Justin Durant.
